That is comedian Josh Androsky. You can read his full explanation of what happened here but basically he and bunch of his comedian friends took mushrooms and went on The Price Is Right. The skateboard rabbi thing came up because to get into the studio audience, the show does a pre-interview and asks for your profession. I guess he thought the producers wouldn't want a knucklehead comedian and would much prefer a skateboard rabbi. Kudos to Drew Carey for being really cool about the whole thing.
